I just recently thought of this (recently being about 20 minutes ago) but what if WEP was charged to re-build places that have been damaged in the war or renovating them to make them stronger, better defenses? The more damage dealt to a city or town while it served as a location for a frontline battle of the war, the more it will cost WEP-wise to build up once again, depending on how drastic the renovations are to a certain location/how beneficial they would be in the future will determine the cost of that as well.
This will be helpful because people want shit to get done places, but there's very few people willing to put forth the threading and time just on a thread about building, reconstruction, clearing out rubble (that can cost WEP too as an initial stage), etc. when there's no...I guess a word here would be "obvious" end result that could directly affect their characters? (like how the B2W2 prompts are so popular because everyone wants to see those locations and canons unlocked so they can play them and see the Isshu movement driven even further). That also helps avoid sudden periods of silence from a certain location then just going "by the way all this was happening so here's the new and improved __________" because few steps towards that were seen taken by the PRE community.
That's not to say though that things would just happen with the wave of a hand and paying of WEP, seeing as it would only make sense that for something to be threaded towards as well. Nothing huge like it would be if it were just construction with no WEP backing, but one or two quick threads here and there overseeing the whole process (because there's not that many people willing to work for this kind of thing) in addition to the WEP payment.

Basically, a "don't do it, don't get it" situation and whoops there went the WEP you paid.
EDIT Guilty as charged when I wrote up Blackthorn to say what's changed/been built that's different from the games, but this is directed more towards incredibly drastic changes than a few minor things like a statue or buildings being renovated into a City Hall.
