WELCOME TO OLDALE

OVERVIEW
Oldale has grown over the years. The bustling town is home to refugees displaced by the war and those discontent with other areas. Oldale's buildings are poorly constructed, made out of whatever they could get, and definitely not pretty. It's obvious to tell which are modern and which were there at the start-- Oldale's newer apartment buildings look liable to fall apart and could easily be knocked over with an earthquake or two.
Security is not as tight as most people make it out to be. Rather than waste time with the little Lux things, Oldale prefers to announce itself as neutral, and as of yet its leader has yet to overstep the will of the people due to "unnecessary actions." There is no curfew, and Pokemon are allowed to be owned, but battling is only allowed in specific areas (to ensure the safety of citizens). Pokemon are registered at the town hall, and a network of security cameras is set up to ensure that if anyone attacks, they can be identified.
The road to the south is heavily patrolled by Lux soldiers, and while no one needs permission to head to Petalburg or Mauville, the road to Littleroot is closed to average civilians, so as not to incite the rage of Lux.
Currently Oldale is going through a food shortage, and wild Pokemon are being hunted to ensure the survival of the town. However, due to its neutral stance, it doesn't get much support from either side, and thus Oldale's funding and food levels are dropping lower and lower by the day.
LEADER
Moros controls the town, though his grip is loose. He's known as a serious and somber man, but considering his Cipher affiliations, he is remarkably merciful. He has little tolerance for those that are unreasonably cruel, or for those that wish to incite some form of revolution in his town, regardless of the side. Often in or around Oldale, he's rarely far from the scene of trouble. Cause anything here, and he'll be on your tail.
THE LAWS
- Propaganda for either side is banned. Oldale is an unaffiliated town. We are all sick and tired of your war blather. Most of the people in Oldale have been hurt by both sides, and we are all tired of it. Please shove it up your ass and find a different audience.
- Stealing results in a few nights in a holding cell while people tell you all about why you shouldn't do it again. And we'll probably break your lip.
- Anyone caught committing acts of terrorism, murder, domestic violence, or rape will win an all-expenses-paid trip to Cherrygrove City to visit our beloved Master Nascour! Lucky you!
- Propaganda-spreading: see stealing, except it's more of a vague threat. Repeat offenders will be killed quietly, unless they're particularly violent. Then we'll have Master Nascour handle you.
- Trust me, you don't want Master Nascour handling anything.
- You will not be tried for political opinions so long as you do not voice them in public.
- Public gatherings must be non-partisan and receive the go-ahead from Moros.
- Neither Lux nor Nox officials will be arrested on-sight for entering Oldale, but keep in mind that causing fights within the city is strictly forbidden.
- There is unspoken Lux bias in the leadership, mostly due to Cipher's alliance with Lux, but it doesn't affect average citizens as much as it does passers-by.
- Progressive Tax; one of the things taken from Lux is definitely the idea that the rich should pay more in taxes. Moros does not care about any argument against this. There are very few wealthy people left in Oldale, however, so this doesn't come into play much.
- Quartering: doesn't happen. Lux soldiers paying hotel fees bring in much-needed revenue for the town, and as Oldale is neutral, we don't see the need to allow Lux to go wherever they want.
THE GRASS COLOSSEUM
It's not really a colosseum as much as a clearing between Petalburg and Oldale. Pokemon battles are allowed here, and occasionally tournaments are held. Pokemon, extra food stamps, and money can be won. The rules are simple: no killing Pokemon, no severely maiming Pokemon, and don't destroy the goddamn arena, please. Also, don't let Lux know. This is our main form of entertainment, let's not ruin it.
CIPHER PRESENCE
Cipher has the run of the town, but Moros keeps most of them in line. Abuse of power is not allowed-- disobeying this will result in Moros himself handling things. The aim is to keep low so that Master Nascour doesn't get involved or send someone to get involved. Don't piss anyone off. Keep calm, keep quiet, and keep steady.
The headquarters for Cipher is the town hall, where Moros stays. It's one of the older buildings in the town, and thus one of the more structurally sound ones. Refugees sleep on cots in the Town Hall's basement, which is crowded, but incredibly warm compared to the rest of the town. Moros himself sleeps in the office normally reserved for the mayor. He rarely uses the office for anything but; if he's in there, he's probably sleeping.
The Cipher Lab is located beneath the Zangoose Tavern, and it's definitely not that impressive. It mostly exists to repair otherwise-not-functioning equipment. The few scientists assigned to Oldale aren't exactly innovative enough to do anything else.
SCHOOLING
The Oldale Public School System was started by an ordinance shortly before Moros came, and by Moros's order, has grown just a bit. It's a junky school with classrooms that are far too crowded, but there's little else they can do with their level of funding. School is optional at the moment, and only goes up to grade 8, but most people in Oldale hope to see the school grow.
MILITARY
Mostly Cipher Peons, trained to quell riots and fend off attackers. Lux military presence is basically none; a few pass through here and there, but have to buy hotel rooms to stay within Oldale. Because Oldale is not a Lux town, citizens are not required to house Lux soldiers unless Moros orders it. And because the town needs money, Moros rarely orders it.
