There are no written, hard-copied rules for the few citizens of Ever Grande City (and ultimately Victory Road) to abide by. Ever Grande City is possibly the most unique City in the Hoenn Region, and there are full intentions to keep it that way. Although you're shit out of luck if you openly state yourself to be Nox in front of the more active Lux-lovers, you won't be chased out if you keep your trap shut.
Despite the fact that the massive building that houses the Hoenn League is, in fact, Lux Headquarters to an extent, Drake prefers to keep the island-city open for trainers willing to train, for he still values watching more inexperienced trainers grow by testing their wits by working their way through Victory Road.
Drake's City Rules are based loosely off of those imposed by Lux, but this old man has never been one to follow things by-the-book, so he puts his own twist on things.CITIZENS OF EVER GRANDE CITY
o1. Identification - Proper identification is required if requested.In Ever Grande City, your ID card works similar to how it would in other Lux-run cities, but it's not your ticket everywhere. Basically, as far as your name and true identification go, it's a don't ask don't tell sort of deal...unless your identification is painfully obvious, then Lux soldiers may attack you without warning, though they have Drake's orders not to kill without his permission.
o2. Curfew - Only Lux members may be out and about in the City after dark.Although this rule does not apply to those Victory Road, only Lux members should be out after dark. This is to patrol the city and keep it safe from any possible threats. All those visiting Ever Grande are free to stay in the League House with the members of the Elite Four. If someone is seen out after dark, they will be required to show their ID.
o3. Surveillance - Drake sees, knows, and hears all.Anything suspicious that goes on in Ever Grande is immediately reported to Drake, and he will deal with anything that gets out of hand. Anybody Lux soldiers capture or arrest for one reason or another are under strict orders to capture them alive so Drake may talk to them. Any soldier that harms a suspect too severely will be subject to punishment handed down to them.
o4. Censorship - Slander and libel are frowned upon.Do not shit talk Lux, or really Nox for that matter (though you can get away with this sooner than shit-talking Lux). Anything that'll be printed officially first runs through all sorts of censors, and self-publishing is strictly illegal. Any wrong-doing by Lux is covered up from the public and even many of their own members. Anyone speaking ill of Lux (even truthfully!) is asking for an arrest. While you can chance talking about either side, it's strongly discouraged from talking about the war at all.
o5. Disarmament - Only Lux members may carry firearms.No guns or other weapons for anybody that isn't registered with Lux. However, unlike other Cities, you are allowed (hell, Drake almost encourages it) to carry pokemon with you. He likes to see trainers challenge Victory Road and the trainers within. If you're lucky enough to see one of the members of the Elite Four, and they may be open to a battle if you ask nicely. Drake, for instance, will be happy to have a battle.
Just don't start senseless fights or attack citizens/buildings and we should be just fine and dandy.
o1. Quartering - Shelter for all.Be it in Victory Road or Ever Grande's two main buildings, those visiting the City will be provided shelter at night, in addition to blankets, a pillow, and food for both human and pokemon.
o2. Medical Care - Everyone gets to be healthy.For people and pokemon, the two Pokemon Centers in North and South Ever Grande provide basic services for humans as well as pokemon treatment - the perfect thing for after an exploration in Victory Road.
o3. Merchandise - The Pokemart still runs.Remember being able to buy all sorts of helpful stuff from the Pokemart in the Northernmost building of Ever Grande in the good ol' days? Well, it's still open. Just ask nicely and you'll be able to make a purchase if you have the money.
o4. Protection - Drake's word is law.There's Lux soldiers crawling everywhere in Ever Grande City, however they all fall under Drake's orders. As mentioned previously, they are free to arrest anybody they see in violation of the Laws, but they have limits they are bound to. No person or pokemon is to be harmed without Drake's direct consent. That, or soldiers face the consequences.
