In the PRE version of the Pokemon World, town and city governments are independent of each other and the region. Sunyshore City may be Lux-allied, but Twinleaf Town prefers to let Nox run their town. Sure, they're both in Sinnoh, but there's no umbrella "Sinnoh Government" to tell them what to do.
Each city will pick and choose what laws to implement and enforce. Consequences of breaking laws vary too. Even within Kanto, Saffron City doesn't mind if you break all their laws in the span of five minutes, but stepping one out of line in Viridian City will find you in prison and soon dead for even the most minor of missteps.
o1. Identification - Proper identification is required at all times.This is partially a convenience. ID cards in Lux cities are also key cards, transportation tickets, and debit cards, so everyone has theirs on them anyway. Anyone missing an ID or carrying a suspicious ID will be taken to the local police headquarters. Consequences vary from town to town.
o2. Curfew - Only Lux members may be out after dark.Nox makes a habit of striking at night, and in interests of keeping people off the streets when there's midnight fighting, Lux requires people to stay inside after sundown. Towns with curfews will assume that anyone out after dark that isn't Lux is Nox. Some Lux towns have a fire-at-will policy towards people out past curfew.
o3. Surveillance - Big brother's watching.Anyone can be a member of Nox. There are spies and informants all over the place now, and they reap benefits if they tell on their neighbors. Background and activity checks at work are frequent, and random police visits into homes are commonplace.
o4. Censorship - Slander and libel are grand crimes.Do not shit talk Lux. Anything that'll be printed officially first runs through all sorts of censors, and self-publishing is strictly illegal. Any wrong-doing by Lux is covered up from the public and even many of their own members. Anyone speaking ill of Lux (even truthfully!) is asking for an arrest.
o5. Disarmament - Only Lux members may carry arms and/or pokemon.No guns or other weapons for anybody that isn't registered with Lux, and in some places, no battle-ready pokemon either. Depending on the town, it's a flat-out no pokemon at all rule, so even pets aren't allowed.
o6. No Habeas Corpus - Kiss all your rights good-bye.No one has a right to judge or jury. If you're arrested (no matter how flimsy the reason), you're basically screwed. People disappear, never to be heard from again. Lux doesn't need to provide a reason for arrest, and you have no right to know anything. Death sentences for no apparently reason, with no family or friends informed, are absolutely legal.
And now for some cheerier laws, Lux actually does do some good! In exchange for all the fear and restrictions, they're still trying to achieve the new world order they promised.
o1. Quartering - Everyone gets a home.One of Lux's first concerns is making sure everyone has a place to live. Corporate buildings are often turned into residential apartments, albeit ones that require communal living with shared kitchens and bathrooms and not much elbow space. Still, better than nothing, right?
o2. Rations - Everyone gets to eat.ID cards are keyed in with food stamps, so no one needs to pay for food anymore, and grocery stores are either subsidized or run by Lux. If food is scarce, then everyone starves together, but Lux tries its best to make sure that at least bread and butter are in plenty.
o3. Medicine - Everyone gets to be healthy.Basic healthcare is provided for everybody free of charge. Almost all doctors are in the direct employ of Lux, and they enjoy all sorts of benefits (such as staying alive) in exchange for providing their services to anyone that needs it.
o4. Education - Everyone gets to go to school.Public elementary schooling is free. After that, professional or preparatory schools are available for a minimal fee. College is very expensive, but financial aid is easy to get and makes the cost bearable.
o5. Jobs - Everyone gets a job.Because Lux's government system requires a lot of staff, it's easy for them to provide jobs. If you can read, you can be censor. If you're not blind, you can check IDs. If you can move, you' can be a soldier. The pay isn't much, but with home, food, and medicine all coming for free, you don't need to make much.
o6. Protection - No one should fear crime.In effect, this translates to Lux soldiers and guardsmen everywhere. They're constantly vigilant, and punishment for even small misdemeanors are very harsh. In most Lux towns, crime is almost nonexistent--except for crimes committed by Lux members themselves.
o7. Taxes - The rich pay more.It's pretty obvious that Lux treats the upper classes like kings. They get preferential treatment and no end of special favors because they give Lux a LOT of money. Ironically, Lux will fall over themselves trying to keep the wealthy happy. In exchange though, the poor in peaceful Lux territories often live quite well.
