WHAT IS THIS THE TWENTIETH TIME I'VE GONE OVER ORRE OK.
ok lol i'm gonna assume you guys have read the orre history. if you haven't, go read it i linked it in the FAQ.
Orre isn't like, NO PEOPLE OH NOES though uh, people are dying. The war you're having here in the mainlands? Yeah, you all look like a bunch of twats because Orre's fighting tooth and nail over resources while you're all going "BUT BUT PEACE" "BUT BUT FREEDOM". A PLAGUE ON BOTH YOUR HOUSES. reeeegardless I assume it's high time Lux stops twiddling its thumbs and tries to do some altruistic stuff like upholding alliance treaties. Because, yanno, saying "oh this war that may never end? yeah we'll help you after this war. when you're all dead."
I can have Nascour, at this point, feasibly push Lux to gaf: Cipher has a lot of sway over the fate of Hoenn, and while Cipher can't do this, Lux doesn't know they can't but uh Nascour can basically pull the "Remember when we brainwashed that legendary Pokemon that could only be reversed by one thing? Yeah, we destroyed that one thing and uh, we can make another twelve of those. Like. totally, man. Now we can use them to help you or we can use them to blow y'all the fuck up, your choice. I mean, imagine how awesome Shadow Arceus could be. JUST SAYING." I can have Nas throw that out in my thread with Bale and that can be ~why Orre finally gets help~. But basically some of the Lux throwaways and some unlucky officers are gonna go with a bunch of Cipher peeps to go do altruistic missions in Orre to ~bring peace to the people~.
In other words we're going to give them food and water and tell them to be good or we'll shoot them.
(And if Lux calls Nascour's bluff, Nascour will be like "bro you know how hard it is to catch legendaries?" which for cipher to get their hands on seven of them and shadowify them it must not be too hard for them but let's be real here, Nascour don't give a fuck and we're just gonna be like "ok babe we'll get those when Orre's not a shithole".)

Yeah, except it'll come in two flavors (or at least this is how i imagine it and it would be cool if people played this shit and didn't just go "lone ranger freedom rah rah"):
- Violent Pro-Isshu Wanna-bes: Rednecks with Shotguns who don't want your stinkin' socialist government, gtfo ANARCHY 4 LIFE. Ineffective and unorganized, mostly because central governments = the plague.
- Kids Grid/HQ Lab Remnants: Anti-Cipher, but civilized. Probably more intelligent and effective than the above. Will be an organized group, most likely, and also contain most non-cipher Orre canons. IN OTHER WORDS SOMEONE PLAY KRANE.
WHAT ARE THE WATER WARS?:
Think gang violence given a fancy name. There are a few organized groups who go around demanding rations of food and water and medicine, but for the most part the "battles" in the water wars are just neighbors killing each other to feed their families. Looting, burglary, riots, and murder aren't really uncommon. The only enemy is starvation, and when your children are skinnier than the pale horse of death, you'll do whatever it takes to beat that enemy. And no one is your ally. No one.
Phenac, however, has experienced actual warring over who gets to control its oasis. The Oasis Pokespot is also viciously fought over, as different groups try to take up residence around the limited sources of fresh water.
THE CITIES/LOCATIONS AND HOW THEY'LL BE DIVIDED:
- Gateon Port. Lux. This is Cipher's home base and because of it, nothing gets in or out of Orre (easily) without Cipher's nose in it. If you're hated by Cipher and want out of Orre, you'd better pay a smuggler and hope you don't get caught. Gateon Port is gonna be overcrowded with refugees from other places and likely not in the best of shape, except in the main Cipher areas which are being built up and improved. Will be the first city to receive Lux aid, and has been in fairly good shape (comparatively speaking; i mean, don't get me wrong it needs help but it's not nearly as bad as the rest of orre), due to Cipher's favor and the access to the sea, and thus FISH AND THUS FOOD.
- Agate Village. Contested. Used to be a bunch of old people. Now it's a largely-burned village where many people have fought to get a place to stay here. Cipher tries to keep control here but most of their efforts have been on Gateon and thus Agate has fallen from the most beautiful city in Orre to something resembling Pyrite Town but less terrible. Flooded with refugees, there's not nearly enough food and water to go around and thus the peaceful town has to deal with a lot of unrest, especially from Phenac residents who aren't used to going hungry.
- Pyrite Town. Nox. Hellfire and brimstone. The colosseum's turned into a way of life there, and the prize? extra rations. If you can't win at the colosseum, you can steal from the person who can, if their pokemon won't brain you at least. Or you can kill and eat your own Pokemon. Really, up to you. Crime is out of control and the jails are constantly full to the point where the police have almost given up. Duking tries to keep Pyrite under control, but really, it's hard to keep one of the largest cities in Orre contained. It's basically Orre's Red Light District and outlaw asylum all in one convenient little package.
- The Under. Nox. Though the Under was evacuated when most of the city collapsed, a few have dug out the mines and taken up residence in an artisan well beneath Pyrite Town. They prefer to be left alone and don't trust outsiders much, but if you have food to trade, they will allow you to have water. And out here in the desert, one can't underestimate the importance of water.
- Phenac City. Contested. Who's in control of Phenac? It changes every other week. Being the largest oasis for miles, Phenac City, once home to Orre's elite, is no longer the Jewel of the Desert. The walls have been patched up so many times that it looks like someone stitched it together with cardboard. But the water in the oasis is starting to run dry, and soon there'll be nothing left to fight over.
- Realgam Tower. Lux? I don't know what to do with this. I say Lux b/c Realgam was originally Cipher and they could reclaim it.
- Mt Battle. Nox. Haven for the anti-Cipher movement. Not really sure how it's been affected by the war yet.
- Eclo Canyon. Should we even include this? Home of Snagem.
- The Pokemon HQ Lab. In ruins. Nascour oversaw the destruction himself, making it a statement to the rest of Orre that Cipher means business, whether you like it or not.
and that's my tl;dr Orre shit. I'm considering writing "An Idiot's Guide to Orre" too, for those that haven't played the GC games but think this is a cool concept. However, PRE Orre is 95% headcanon and 95% of that 95% is mine so. Yeah.
