VERMILLION CITY: "The Port of Exquisite Sunsets"

OVERVIEW

The stronghold of Lux’s armada, Vermillion City is a key port for both military and transport ships. The city has recently faced massive expansion as sailors and their families have tried to settle in the area. This has resulted in rapid construction and the establishment of Quartering Acts to help handle this growth . Despite the funds that Lux has been funneling in to fortify the port city, it is seen clearly struggling to grow into its new responsibilities due to the war.

PLACES OF INTEREST


The Gym:: As city admin, Lieutenant Surge has kept the Gym as his headquarters, and can almost always be found there. Despite the increase in traffic of non-challengers, the city admin has tried to leave his gym mostly untouched. He still keeps a crew of young Pokemon trainees around who act as his eyes and ears in the city. He’s done away with most of the traps, though the electric fences inside can still be activated as a security measure.

The Barracks:: The barracks are built on an old plot of land that seemed to be endlessly under construction. When space for harboring soldiers grew tight, Lux commandeered this section of land in the north-east of the city and built a series of Spartan barracks and a large mess hall. Because these barracks often house seasoned sailors during an interim, they have a very lax atmosphere. Though the lieutenant ensures that their wits are kept sharp by occasional training exercises and drill, it is an altogether more common sight to see the soldiers simply relaxing and lounging around, gambling or drinking and otherwise relaxing.

The Pokemon Fan Club:: The local charter for the Pokemon Fan Club has been converted into a court. In incidents involving a member of the Lux military, the court practices military law – there is no civilian jury, though civilians are welcome to watch the proceedings. Otherwise, a civilian jury and judge are used to resolve any other incidents.

Piers & Harbor:: Vermillion is bordered by a combination of natural and man-made rocks, creating an artificial cove. The port is filled with large warships and cargo carries, creating quite a logistical nightmare when the opening of the cove is barely large enough to allow two of these large ships to pass. The pier is an endless bustle of activity, and though only the ships themselves are strictly off limits, most citizens have learned to stay away from the water to avoid the attention of the sailors.

Diglett's Tunnel:: The passageway has been kept open for bringing cargo to bring supplies to western Kanto. The name is no longer so fitting; most of the Diglett and Dugtrio have been driven out for interfering with the movement of goods, though a few still occasionally appear and cause trouble. The tunnel has been fitted with lighting and a paved road, making it feel much more artificial than before.

LAWS & ORDINANCES


1. All citizens must follow the region-wide laws and ordinances established but Lux.

2. All citizens of Vermillion must carry their Lux-issued identification on them at all times. Citizens must show proof of citizenship upon request.

3. Non-military personnel may not carry firearms at any time, concealed or otherwise, unless they have received a specially-issued Lux permit.

4. Curfew of 10 p.m. for minors and midnight for all non-military adults.

5. If the numbers of soldiers outnumbers the housing available, them may quarter them in inns, abandoned houses, rooms for rent, lofts, barns, and any other buildings as necessary.

6. If a citizen or soldier is to take up a grievance against another citizen or soldier, they must file a formal complaint. If the conflict involves military personnel, the issue will be resolved through a military court. Otherwise, the trial will involve a civilian judge and jury.
