SAFFRON CITY
- INTRODUCTION !
[style=width:360px; font-size: 11px; font-family: tahoma; text-align: justify;]Once a metropolis known all around for the Silph Company, as well as the entertainment and for having two gyms, Saffron could easily have been called the center of Kanto's business - or at least one of the main cities. Since the civil war, however, Saffron has hit an all-new low, becoming a place where undesirables reign, gangs owning the city more than LUX. It was then when Faust took control, putting up a secret police force in attempts to save the city. However, the secret police force has done little to actually kept the city off of the verge of collapse, and with gangs running the city, it's gone out of control. In an attempt to 'save' the city from complete collapse, one of LUX's councilmen has taken up the responsibility.

[style=width:360px; font-size: 11px; font-family: tahoma; text-align: justify;]With a new admin comes new laws, and with strict instructions from the champion to fix the city, things can't run as they have. Laws have been changed, taxes has been added, and a stricter hold of the city has been established.
01. IDENTIFICATION - everyone is assigned some sort of form of identification, be it a school ID or an actual license - everyone is required to carry one around at all times. Think of it as a way to help keep track of who's entering and leaving the city. Pokemon licenses could be used as ID cards.
02. CURFEW - citizens are to be in their homes, winding down for the night just like any other LUX city. Anyone found wandering out and about after curfew is to be considered NOX and treated as such - unless you are found with a written pass from the city hall, and even those are hard to come by.
03. GANGS - anyone who is suspected to be affiliated with the gangs is to be put in the holding facility immediately - their sentence would be debated based on the crimes they committed paired with their rank within the gang.
04. POLICE - the police force has undergone a few changes. There is not 'quota' to be reached any longer - if it is suspected that someone is slacking on their job then they will be replaced. It is expected that the police force work to the best of their abilities, and are in return paid generously. On top of that, they are no longer required to be 'secret'.
05. EDUCATION - since children are the future, it is required that they go to school to obtain the best education possible - or as well as it can get in Saffron. If it really comes down to it, children will be escorted to school and back to ensure safety.
06. BATTLING - recreational battling is prohibited while within the Saffron boundary. Anyone involved will be fined along with added payments of vandalism.
07. POKEMON - in order to have pokemon within your possession, you must have a license from the city hall. You must carry this license at all times, or else you risk having your pokemon go into temporary hold until leaving the city. Licenses aren't hard to get, so long as criminal records are nonexistent. Anyone carrying around a large surplus of pokemon is regarded with suspicion.
08. WEAPONRY - weapons are given only to the police and officers who are LUX-aligned. If someone is found with weapons that have not been authorized to him or her, they will be treated as if they were NOX and given to the government.
09. TAXES AND BUSINESSES - it is encouraged for those who still are rather wealthy and living within Saffron to start helping with repairs. They can donate money just about anywhere - the soup kitchen, school, businesses - so long as the city benefits from it. Building permits have been lowered until competition between businesses are up and the economy is back to climbing.
OTHERS-
- as far as forging passes goes, think of them as united states dollar bills. you can try, but they have watermarks on them to ensure what's actually been legally handed out and what hasn't.
- private schools aren't as encouraged as public schools are, considering public schools are nearly free to be enrolled in, and would probably get a higher tax than public schools. remember that most of Saffron is poor.
- gangs gangs gangs. they can't run a city and have lux keep a blind eye on them for long, sorry. if someone does play someone from the gang, please tell me so i can redo rules accordingly. until then the rule is basically being used to pit them against each other more so than gangs already are until they are no longer influential - preferably gone.

- silph co.; no longer being used for the city admin's own amusement, Erik has allowed Silph to continue doing what they've been doing - advancing in pokemon technology and making LUX weapons on the side, with the latter being something not openly spoken of.
- the dojo; the dojo has lost it's battling value, and therefor has been changed into a homeless shelter that goes hand-in-hand with the fan club with bringing an economy back to the city.
- magnet train station; the homeless have been moved - more specifically moved to homeless shelters and getting help to get back on their feet - and the train station is under repair to get it running again. once fully functional it will be used to transport most goods and people.
- pokemon trainer fan club; the fan club has been converted into a program that helps the homeless get back into paying jobs and homes. It also goes hand-in-hand with the dojo.
- game station; still a casino and is currently one of Saffron's main source of income - minus investors and Silph.
