City Overview
Resting at the base of a mountain range, and in the shadow of Mt. Silver, the Indigo Plateau is the de facto capital of the Pokemon League, and by extension Lux. As such, much of what goes on here is revolved around running the Lux Government. The President himself makes his home here and his official residence is the Indigo House (which, despite its name, is actually white). Victory Road is directly to the south of the city and is the only way in and out of the city by ground, that being through use of the city’s monorail system. (air access to Indigo Plateau is restricted to Lux members only).
The city government is trying to establish itself as a model for Lux cities when it comes to environmental protection. The city’s new emission-free monorail system has just been completed and is intended to provide clean transportation for its citizens. Most of the population is housed in new, government built apartment complexes in the city’s new residential district. Each of these complexes has a monorail station so that the citizens of Indigo Plateau can easily access the monorail to get to their places of work, and/or school. In addition, the city is currently building new grocery stores, department stores, etc. in the residential district so that citizens can get essential supplies for their everyday lives, and not need a car to do it. The city plans to eventually phase out the use of automobiles and buses as forms of transportation, as the construction of these new features will eventually make them not needed anymore.
Notable Places and Landmarks
Pokemon League Building:
Perhaps the most prominent structure in Indigo Plateau, the Pokemon League Building was formerly the place of residence for the Kanto Elite Four and Champion. With the rise of Lux, it has been converted into a full fledged office building. Nearly all departments of the Lux Government have their headquarters here (one notable exception is the secret police, who’s HQ is in Fuchsia City). Only the 1st floor of the building, which houses the Pokemon Center, and Pokemart remain open to the public. The top floor of the building has been converted into a lavish assembly hall. This is where members of the Lux Council convene to discuss important matters pertaining to the sustainment of Lux, the destruction of Nox, and other issues crucial to the day-to-day operation of their gigantic empire.
Indigo Square:
This large plaza is located directly in the city center, and lies directly in the shadow of the Pokemon League building, and is often filled with people shuffling too and from their jobs, or to wherever it is that they need to go on a daily basis.
Indigo House:
This is the place of residence for the head honcho himself, the President of Lux. It consists of a large white mansion, and a well manicured 5 acre large lawn which surrounds it. The outer border of the lawn is surrounded by a 15 foot high black fence which is almost impossible to climb (and for good reason). Not much else is known about this house by the general public, simply because access to it is very tightly restricted. Only with written permission from the President can you visit the Indigo House, a privilege that is extended only to a select few. Even Garth himself has yet to be invited to enter. Furthermore, the Indigo Plateau city government officially has no jurisdiction over the Indigo House, or the grounds, which surround it inside the fence (that responsibility falls to the federal government, and the president). Nonetheless the city government is responsible for the protection of the president and monitors the area 24/7. Soldiers from the presidents personal 'Presidential Guard' are posted every 25 feet along the outside of the fence, and it is also monitored by 500 surveillance cameras operated from a nearby security center. The soldiers guarding the Indigo House fence have a shoot to kill order for anyone who tries to scale the fence, so don’t bother trying unless you’re hell bent on suicide.
Victory Road:
This large cave to the south of the capital is the only way in and out of Indigo Plateau on the ground, and is how most people get to the city. People are transported in, and out of the city almost exclusively through the Indigo Plateau Monorail System, which runs from the southern end of Victory Road, through the cave into the Plateau, around the entire city, and then circles around and comes all the way back (more on the monorail system below). The southernmost monorail station lies just south of Victory Road, and is considered to be the official access point to Indigo Plateau for most visitors.
The rest of Victory Road has been converted into a military base where the majority of the Indigo Plateau Militia is stationed, and where its men undergo training, and take part in regular exercises. These areas are officially off limits to civilians, and anyone who enters these areas without permission will be subject to fines and/or imprisonment.
Cipher Consulate:
This relatively small 2-story office building is the main base of operations for the Cipher Organization in the entire Kanto region (and perhaps in Johto as well). The building is painted in a deep black color and the windows are all tinted to keep any random passer-byers from seeing what goes on inside. The building is surrounded by a black iron fence. That's pretty much all that most people know about this building. Cipher likes to keep a tight lid on public knowledge of their activities in general, and this is no exception.
Laws, Regulations, and Penalties
Because of its status as the seat of government for Lux, the rules are somewhat stricter than in certain other Lux towns. The city officials take strong measures to ensure the safety of both the general public and the many government officials who take up residence in the city, and would make tempting targets for Nox terrorists.
01. Identification -
Everyone who lives in Indigo Plateau has an official ID card issued, which also doubles as a monorail ticket, food stamp ticket, and debit card. Everyone is required to have their ID cards on them at all times when they are out in public. For tourists visiting Indigo Plateau, please go to the Indigo Plateau visitors center upon arrival to obtain a visitors permit, which will be a temporary ID for you for the duration of your visit. Anyone caught without their ID card, or visitors permit will be subject to various penalties. 1st time offenders will be let off with a fine. Anytime after that the penalty will be imprisonment, and potential deportation to the Rock Tunnel prison.
02. Curfew –
Anyone not affiliated with Lux must be off the streets by 7:00 pm. While this may seem excessive in other cities, it is necessary to preserve the peace of the capital and to protect the people, and government officials from any Nox terrorist attack. The type of penalty administered to curfew violators depends on the place they are caught. For example, if they are caught out in the residential district, they will be escorted to their homes, and let off with a small fine. However if they are caught wandering around the vicinity of the Indigo House after curfew, they will be shot on sight.
03. Surveillance –
Every street, and every building in Indigo Plateau is monitored 24/7 either by armed guards, undercover informants or surveillance cameras. If you have done something wrong, the government will know about it, and will almost certainly take action against it.
04. Censorship -
Criticizing Lux in any way, shape, or form is strictly prohibited. Even the slightest form of slander will subject the offender to a prison sentence except in the case of the offender being under the age of 16 in which case the parents of the offender shall serve the punishment. Prison sentences can range from 2 weeks long to life, depending on the severity of the offense. Calling for the overthrow of the government, or threatening violence against government officials will earn you the death penalty.
05. Disarmament -
Only Lux soldiers and government officials are allowed to carry firearms within Indigo Plateau. Anyone who doesn’t fall under these two categories (including Lux aligned civilians) will be sentenced to at least 1 year in prison if caught with a gun or other similar devices within city limits. In addition, all legal owners of guns must register them with the government. Tourists visiting Indigo Plateau must leave their firearms at the city entrance. Their guns will be returned to them upon their departure.
06. Pokemon -
Pokemon are allowed in Indigo Plateau, and it is legal for civilians to own them, although they must all be registered with the government. Pokemon battles are even permitted, however they may not take place near the Pokemon League Building, or the Indigo House. In addition, all civilians must keep their Pokemon inside Pokeballs when they are near the two aforementioned buildings. Soldiers and government officials are exempt from all of the above rules.
06. No Fair Trials -
No one has a right to judge or jury in Indigo Plateau. If you're arrested you're automatically considered guilty, and will be subject to an appropriate penalty for your offense. People who are accused of the most severe crimes will disappear, never to be heard from again.
07. Emission Limitations -
All privately owned vehicles are required to be registered with the city government, and are only allowed to be driven a maximum of 2500 miles per year. The good news is that setup of the new residential district, as well as the monorail system means that driving is far less important to live a relaxing life now, and most citizens will far fall short of this mark. At the end of each year each privately owned vehicle’s odometer will be checked accordingly. Any violators will be subject to a hefty fine.
08. No Littering -
With the city's new environmental protection policies, the punishment for littering has now grown. Even the tiniest infraction (such as throwing a plastic bottle into a trash can) will now be subject to an extremely hefty fine, and a week in prison. The penalties become steeper as the severity of the offense increases. Recycling receptacles have been installed all over the city to assist civilians in following this law.
Benefits
01. Quartering -
The city government has constructed brand new residential district for it citizens consisting of multiple apartment complexes, and housing is provided for free. Many new stores are also being built in the district to make food and other amenities more accessible to its citizens. In addition, every apartment complex has its own monorail station.
02. Rations -
ID cards, and visitors permits are keyed in with food stamps, so no one needs to pay for food anymore, and grocery stores are either subsidized or run by the Indigo Plateau City Government. If food is scarce, then everyone starves together, but the government tries its best to make sure that at least bread and butter are in plenty, and in the capital, food shortages are much less common than in other cities
03. Medicine -
Basic healthcare is provided for everybody free of charge. Almost all doctors are in the direct employ of the government, and they enjoy all sorts of benefits (such as staying alive) in exchange for providing their services to anyone that needs it.
04. Education -
This is much the same as most Lux cities. Public elementary schooling is free. After that, professional or preparatory schools are available for a minimal fee. College is very expensive, but financial aid is easy to get and makes the cost bearable.
05. Jobs -
Nearly 100% of the Indigo Plateau workforce is in the employe of the government, whether as a common soldier, presidential guard, or a businessman who works behind the scene on matters such as government finance or developing new laws. The pay is not much, but since most of the bare essentials for living are provided for free, not much else is needed to scrape by.
06. Protection -
Indigo Plateau is crawling with soldiers and guards. They're constantly vigilant, and punishment for even small misdemeanors are very harsh.
07. Transportation -
The Indigo Plateau government is setting an environmentally friendly initiative with its new monorail system which is free for everyone to use, and is intended to eventually replace the automobile as the primary mode of transportation in the city. In effect, this means that citizens will not need to buy as much gasoline, and will not need to drive as much. All of this is, of course being in addition to having cleaner air to breath.
