A voice cuts through the noise, a woman's voice: young, serious in tone but a speaker of common words and common threats; of the future and of promised answers, magnetizing and forthwith - the ideal of the lost and the refugee. Across Hoenn, crouching in the dust and hiding in the basement of a neighbor, living on insects and hard biscuit in the wild, smeared in the ruinations of their homes and lives, the blood of their children and the deaths of their happiness - listening, the people of Hoenn, progenitors and dreamers and lovers and fighters. People of Lux. "My name is Sapphire, and I am your Champion."

THE PREMISE

[atrb=Valign,top][atrb=style,width:300px;padding:5px;border:4px dashed #D7BCBC] Following the Battle of Ever Grande, Lux finds itself facing total annihilation in Hoenn. Reduced to tenuous, scattered footholds that an increasingly expanding Nox is encircling and cutting off, isolating troops and allies. During this time, Sapphire Birch becomes Champion in the aftermath of Xander's death and finds as her inheritance a ruined and barely existent military force. As she transverses the region picking up whomever she can round up, many refugees of the violence, homeless and destitute, flee to Little Root Town in desperation as it is the last open, non-Nox outlet to sea and thus out of Hoenn. Despite having no ships or boats, or even a pier, many try to cross on the backs of their pokemon but the journey is too long and the ocean is unsafe, unpredictable - many die in their attempts and none reach the impossibly distant shores of a sister region. The survivors and subsequent arrivals congregate and mass. Word reaches Sapphire of the situation and while Little Root holds no true strategic value and despite her own reluctance to attach what few forces she has to such a place, she is Hoenn's Champion, committed and responsible for the protection of Lux's citizens - she cannot abandon the civilians. Originally intent on removing them to a safer location, she travels to Little Root but finds that there are too many refugees to safely and quietly transport through enemy territory. Caught, Sapphire dedicates herself to Little Root in defense of these refugees and establishes the town as the region's new Lux HQ.

THE CURRENT SITUATION

[atrb=Valign,top][atrb=style,width:300px;padding:5px;border:4px dashed #D7BCBC] Officially, Little Root is the current HQ for Hoenn Lux. In reality, it is little more than a refugee camp, a slum for the lost and homeless. Although Sapphire has had much of the land cleared to provide timber for the construction of wooden longhouses to shelter the people, many of them live in tents and makeshift homes of cardboard and plastic; Sapphire has run out of resources to construct more, and if she clears anymore land, she will leave Little Root completely exposed to attack. The spread of sickness and disease are very real threats, and there is an ongoing attempt to create a temporary sanitation system to help combat the passing of pathogens. More pressing than this is the lack of medical care; there has been a makeshift hospital set up underneath the shade of tarps and roughly constructed wooden lean-to roofs, but medicine and medical supplies are short. Even shorter in supply are doctors, surgeons, and trained medical professionals; but the influx of wounded and ill grow with each day as more people pour into Little Root. Sapphire is currently searching for a way to secure passage for these people out of Hoenn and although she publicly professes deep, angry sentiments toward Nox, she might willing to be negotiate away from prying eyes. IMPORTANT LOCATIONS Pokemon Lab: Professor Birch's laboratory was restructured and expanded early in the war to support his new found interest in developing weapons and military tech; it was abandoned prior to the Battle of Ever Grande when Birch mysteriously vanished, but much of the tech and research remains. Sapphire can usually be found inside where she has taken up office inside the building and lives in her father's quarters. (The Lab also houses the Control Room where the camera system is monitored and defense patrols relay information to.) the 'Hospital': A collection of tents and roughly made wooden constructions where the ill and injured go to in hopes of medical treatment. Shortages of medicine, instruments, and trained medical personnel mean many don't receive it.

LAWS

Curfew: all noncombatants within the town and immediate surrounding area are required to be indoors by 10pm. curfews will be enforced. 2. Pokemon and Weapons: only soldiers may carry weapons. citizens are allowed their pokemon, but battles are not. violators will be dealt with. 3. Nox: rebels are not allowed into the town under any circumstances. they are enemies and traitors and murderers. they have killed your mother and your father, your sisters and brothers; they have killed your children. any found will be executed on the spot. sympathizers and accessories will be executed immediately. no trial is necessary; we know what you've done. 4. Deserters and War Crimes: those who abandon their post will be shot. you have deprived helpless civilians of protection and have failed as a soldier. cowards and blackmailers, murderers and rapists, commiserates of war crimes too heinous to list in their entirety - you deserve nothing less. 5. Media: no press. these are dire times and there isn't any room for hungry cameras or itchy typing fingers. violators, whether reporting in favor of Lux or not, will be expelled. 6. Rations: due to food shortages, rations have been decreased by 1/8. double dipping is not tolerated; rations theft merits execution. thank you for your cooperation. 7. Corporal Crimes: homicide, rape, rations theft, desertion, and other crimes described in the xxxxx are capital crimes and punishable by execution without trial. 8. Loyalty: despite thes difficult time, we are all still citizens of Lux. your loyalty to your government in times of trial and fire, the willingness to hold to justice and order is what separates you from terrorists. 9. the Laboratory: access is restricted to the Champion and only a few select soldiers. citizens are not allowed near the building under any circumstances. trespassers will be executed. 10. Champion: Sapphire Birch is your Champion and leader. She lives for your protection, but do not abuse her. The people come before an individual - the finger can be cut off to save the hand. Honor your Champion.

DEFENSES

[atrb=Valign,top][atrb=style,width:300px;padding:5px;border:4px dashed #D7BCBC] Limited resources and viable manpower, as well as the heavy influx of refugees without documentation, have made securing Little Root difficult. The town itself is difficult to defend: it is located in a forest with flat land and a sea inlet at its back; the nearest town is Oldale which has been taken by Nox and is a direct route to invade Little Root. In response to an exploding population, Sapphire has ordered most of the surrounding forest cleared so as to provide timber for roughly constructed homes, as well as in an effort to reduce the places Nox soldiers might hide. However, along Route 101, the forest is barely touched – there, Sapphire has taken advantage of the previously installed security web of hidden cameras patrols, originally set to alert soldiers protecting Professor Birch’s laboratory of intruders. She has scraped together enough people to form several patrols who watch the area both from the ground and sky. The cameras and patrols both relay information back to the monitoring room located in Professor Birch’s lab. Within the town, defenses are thin: the soldiers are understaffed, underequipped, and underfed. Cut off from Fallarbor, Lavaridge, and remaining Lux towns, Little Root suffers from a severe shortage of everything and anything. Anyone willing to run the veritable blockade surrounding the town would be super welcome to try. Unlike other towns, within Little Root, identification papers aren’t checked. People who flock to the town are mostly refugees and lost soldiers who’ve had everything that was ever their’s destroyed and barely escaped the violence, much less stopped to grab their papers. There is no real way to know if the guy next to you is a Nox spy. In response to this, Sapphire has enacted martial law over Little Root and kept to a strict system of laws. Violators and suspicious persons are executed on the spot and without trial
