Greetings, future citizen of Celadon City. On behalf of myself, and everyone here at Yutopya Inc. I would like to extend to you a special congratulations. You have been selected among an extremely large pool of applicants to become an official Citizen of Celadon City. With this status, you, and your family will be able to access all of the luxuries, and services offered by our wonderful city. These perks range from access to our exclusive country club, to our department store, which offers the finest gourmet foods, and luxury goods for sale. Perhaps more importantly however, the home of you and your family will be under the constant 24 hour protection of our special Yutopya Inc. Security Force to ensure that your lives are never in danger. We understand that many of our citizens have terrible experiences of savagery and destruction in cities such as Goldenrod, and Saffron. We promise to take every measure possible to ensure that Celadon does not suffer the same fate.

 These perks only scratch the surface of what Celadon City has to offer, and we look forward to seeing you soon as you prepare your move to our city so that you might acquaint yourself with everything about it.

Celadon City Laws

1. Identification
There are two types of identification cards issued by Celadon City (Citizen, and Visitor). Anyone within city limits must have at least one with them while out in public, or they will be subject to arrest.

Citizens: A Citizen ID card is issued largely only to citizens of Celadon City. With this ID, you will be free to travel anywhere within city limits freely, and without inhibition. Needless to say this includes access to all of the exclusive areas of our city, which are off limits to the general public. The only place within the city that Citizens are not allowed to visit (unless they work there) is the Yutopya Inc. HQ.

NOTICE: All high ranking Lux officials (ie. Presidents, Champions, Council Members, etc.) are honorary Celadon City citizens and are issued Citizen ID's for whenever they might pay a visit to the city

Visitors: A Visitor ID card is issued to anyone who wishes to visit Celadon City. These are temporary and must be renewed every week that a visitor remains within city limits. While the City Administration will (grudgingly) give every visitor their first week without questioning them, with each weekly renewal, every visitor must prove that they have a very good reason for staying inside city limits for another week (ie. work for Yutopya Inc.). If they cannot prove that they have a good reason for staying in the city for another week, their renewal request will be denied, and they will be required to leave the city as soon as their ID expires. They will also be bared from visiting the city again for 6 months. Failure to cooperate will result in immediate deportation, and a ban from entering the city ever again

2. Curfew
For visitors a strict curfew is in effect from 8:00 PM to 8:00 AM. All visitors must be off the street during this time, and anyone caught violating this law will face immediate deportation, and will be permanently banned from the city. There is currently no curfew in effect for Celadon citizens, who may roam the streets at any hour of any day if they so desire.

3. Firearms
Due to fears from some of our citizens about the Goldenrod incident repeating itself here, only the police and the military are allowed to bear arms within Celadon City. Citizens may keep their weapons in our special armory at the borders of the city, and may claim them whenever they decide to take a trip away from the city. High ranking Lux officials, sentinels, police and soldiers are exempt from this restriction. Visitors are banned from carrying firearms without exception.

4. Illegal Immigrants
If a citizen is caught aiding an illegal immigrant in any way, his/her Celadon City citizenship will be revoked.

5. Surveillance
Every street, and every building in Indigo Plateau is monitored 24/7 either by armed guards, undercover informants or surveillance cameras. If you have done something wrong, the government will know about it, and will almost certainly take action against it.
